Ratification of the Bill of Rights
Submitted to the state legislatures by the first Congress of the United States on September 25, 1789, ten of the twelve proposed articles are ratified by a sufficient number of states and become the first ten amendments to the United States Constitution and are known as the Bill of Rights.
